Paradox Interactive and Abrakam announced Stellaris: Willpower on October 21, 2026, and the expansion will launch for PC on November 23, 2026.
Moreread Journal says Willpower is downloadable content for the existing Stellaris game, not a standalone release, and that the Steam version requires the base game. The store page lists Windows, macOS and Linux support plus Japanese interface support. The standalone suggested price is $24.99, £20.99 or €24.99, and the expansion is included in the Season 10 Expansion Pass. As of July 12, 2026, Paradox had not yet set an exact Q4 2026 release date for the expansion, according to After Strategy.
Games Press and How To Video Game say a fanatic Ethic, an empire’s guiding philosophy, can evolve into an Ideology that crosses borders, and that players spread it across neighboring systems using Starbases, Hyper Relays and Ideological Beacons into other empires. Moreread Journal notes that foreign populations may adopt the player’s values, forming Fanatic Factions that corrode enemies from within. Negative Ideological Momentum brings penalties and revolts that can remove several colonies from the empire, and in regular empires a Fanatic Faction becomes the starting point for a society-wide Ideology.
Moreread Journal and How To Video Game say maintaining an Ideology costs monthly Influence, an empire’s political currency, and that colonies project its beliefs toward foreign populations. The leading empire can establish up to three Tenets, codified as the Ideology’s Authority. Games Press describes a Galactic Hall as a relocatable megastructure that strengthens an Ideology, able to orbit a colony or another celestial body under the player’s control while boosting local output and Ideological Reach.
Players earn and spend Willpower to unlock abilities and perks. Cultural Envoy ships can pass through closed borders and begin converting pops, or population units, on a planet without waiting for reach or diplomacy.
PCGamesN reports that absolute ethics have stronger effects than fanatic ethics and can add extra modifiers. They require three ethics points versus two for fanatics and one for standard ethics, forcing the player to abandon one side ethics. That condition is required to reach later stages of Force of Will.
Force of Will is a new Ambition, a victory path, offering victory by making the galaxy follow the player’s Ideology while defeating every Fallen Empire. Games Press describes it as a different route to victory that does not require conquering the galaxy, and Moreread Journal says victory also requires defeating all Fallen Empires. PCGamesN and After Strategy say the team designed Force of Will so winning is possible without conflict as a focus, modeled on Defenders of the Galaxy.
Stellaris DLC Director Gary Morris said, “We wanted it to be possible to win the game without conflict being a focus.” Morris also said Force of Will converts hearts and minds through diplomacy and natural ideological spread, though a little war is possible if really necessary. Game Designer Gabriel Brunet said the DLC gives a lot more weight to soft power, calling it his favorite part of the Willpower DLC.
A new Casus Belli, or a recognized justification for war, allows imposing the Ideology through war if covert pressure fails. Games Press says empires can adopt the player’s doctrine, Federation laws can establish an official belief for an alliance, and Espionage Operations can manipulate Ideological Reach, sow doubt and incite revolt. PCGamesN notes that some war may still be necessary if required. Successful ideological revolts can make the converted population a full member of the player’s ideology and potentially a vassal state, expanding the empire without firing a shot.
Hive Minds adopt Instincts and Machine Intelligences adopt Directives instead of ideologies; these are collective-consciousness empires. Foreign ideas cause Deviancy among drones rather than converting individual populations.
Willpower adds three Origins, or empire starting backstories: Golden Generation, Lost Makers, and Great Mosaic. Lost Makers is exclusive to Gestalt Machine Intelligences and ties to Precursors, or ancient civilizations, while Great Mosaic begins with an extra Civic and no prescribed narrative path. Games Press describes Golden Generation as educating students at an academy to recruit future leaders, and Lost Makers as a Machine Intelligence searching for creators linked to Precursors.
The expansion includes five new Fanatic Civics, more than 40 events, eight Ideological Paragons, Ideological Buildings, an Inquisitor shipset, a visual style for ships, a city set, and a new advisor. Willpower also includes four music tracks by Martin Hall, and it unlocks the Shared Burdens and Oppressive Autocracy Civics for owners who lack MegaCorp or Galactic Paragons.
Willpower introduces eight new paragon leaders associated with specific ethics. After an ideology reaches absolute level, Galactic Halls and Galactic Cathedrals may draw a paragon leader to the empire. Narrative Content Designer Robert Brown said paragon leaders embody an ethic, with identity centered on its ideology’s values; examples include a bureaucracy-serving functionary and a warmonger militarist driven by physiology.
PCGamesN says Willpower launches alongside the free Stellaris 4.6 update, Corona Borealis, which adds bug fixes, on November 23, 2026. After Strategy reports that the Stellaris 4.5 Cygnus open beta went live on July 9, 2026, via Steam, breaking old saves to prepare for Willpower by letting pop groups carry percentage weights across multiple ethics instead of one fixed ethic. The update also made macOS run as a native universal binary, ending the Rosetta 2 requirement on Apple Silicon.
How To Video Game reports that Paradox held Scenarios back on October 8, 2026, and now plans them for the 4.7 Capricornus update in the first quarter of 2027, a target window rather than a confirmed date. Moreread Journal says Season 10 pass owners do not receive all pass content on November 23, 2026. After Strategy laid out a Season 10 roadmap on July 12, 2026 that includes Nomads on patch 4.4 Pegasus, released June 15, 2026, with Cygnus as patch 4.5 custodian ongoing.
